You cannot claim a tourist VAT refund on London shopping that you carry home in your luggage. Northern Ireland has different rules, so the answer is not the same across the UK. Rules checked September 6, 2026 against GOV.UK tax-free shopping guidance.

London is one of my favourite shopping stops outside Paris. I still enjoy visiting its stores, but I compare what I will actually pay rather than subtracting a refund that is unavailable.
London, England, Scotland and Wales
In Great Britain, shops can offer tax-free sales when goods are delivered directly to an address outside the UK. Check that the retailer provides this service. That is different from buying a handbag, using it on holiday and requesting a refund at the airport. GOV.UK.
Northern Ireland
Some participating shops offer refunds to eligible visitors who live outside Northern Ireland and the EU. Goods must leave Northern Ireland and the EU within three months. The route matters: travelling from Northern Ireland to Great Britain directly, or to Great Britain through the EU, generally does not qualify. GOV.UK describes a limited exception for a flight connection in Great Britain when continuing to a non-EU country with the goods kept in hold luggage. Wasn't tax-free shopping coming back?
A proposed Great Britain visitor scheme was cancelled in October 2022. The original announcement should not be used to plan a purchase today. I have retained a clearly labelled account of that reversal. Treasury announcement of October 17, 2022.
Is Paris a better place to buy a designer bag?
It depends on the exact bag and your total cost. Compare the current local price, exchange rate, card fees, any actual refund and the customs charges that apply when you return home. A lower sticker price is only one part of that calculation.
For purchases in France, use the France VAT guide and refund estimator. France's rules should not be applied to a London receipt.
